It's a slight difference. Before, if you were only displaced for part of your trip you went home and had the option to call last out. also, they had to let 12 hours pass before they could use you again because you were a true long call. Now, they do not have to send you home for lcr after the flying that you were scheduled on your line. It's a very subtle change but it's very important.
Post the language, I'm not seeing how this is any different from before.
If you are on LCR with an assignment they can add stuff onto you until they have nothing to add. Same as always.
Also, last out for LCR is useless. You are not last from ALL reserves, you are last out of LCRs only. How many LCRs do you think there are? Most of the awarded LCRs get removed due to additional buildups. So there MAY be 2 or 3 LCRs total. Your schedules won't line up and the company calls LCRs before all other reserves.
