Yeah you could, but you are going to have to lie about really wanting to work there (not that big a deal, but still a concern in terms of violating your personal ethics), submit the job application (something of a big deal, depending on how much it entails), and have curious phone calls placed to your current employer about how good a worker you are, which for me is undesirable. There may be other reasons I missed and these are just what comes to mind. I would tend to think this trick has been tried also, which I am sure they will guard against if they are serious about their rule. If someone tried the trick I would be curious whether it worked, but you risk losing your money or who knows what else, and I personally am not willing to try it.
