Don't confuse being assigned OFF a SC with being assigned FROM a SC. OFF a SC has to do with the current FDP. As you say it becomes problematic towards the end of it. FROM a SC has to do with a different FDP after a rest period. They can call 13:59 into SC and release you to rest for an FDP starting 10 hours from the call.

SC is used for both an immediate callout and for a sort of modified long call. That's why they won't release us just because they can't use us today. If they do we revert to a 12-hour callout. Why not just keep us on SC for the full 14 hours as they gain two hours on the long call callout requirement.
