True, many a manager's bonus is tied to budgetary constraints. I've found that the industry leading departments pay little attention to salary surveys and more to retention and cost of living adjustments on a yearly basis.
Doubt there are enough managers to directly affect a survey of that size, my guess is that people are simply not paying top tier prices. In the NE, in aircraft <90k are seeing on average total compensation climbs of 8-12% per year.
