I can see the flow number and PBS being talked about behind closed doors but you are right. Without the work rule increase the two would not be enough to curve a positive vote.
AAG got PBS at AA and will add major efficiency once implemented. Delta and United both have PBS and so do most regionals. AAG and previously AMR have wanted PBS at Envoy for years and they have language for it. The push is coming at PSA.
AAG through PSA management will make an offer for some contractual improves and flow increase in exchange for PBS. The MEC will put it out to a vote. The offer doesn't have to be amazing but a 9/month flow and better min-day/duty rig/premium pay could get a 51% yes vote. The per pilot cost would increase slightly but each pilot becomes more efficient to the company and it ends up being an overall savings for the company due to less pilots per block hours required.
Don't expect anything from our union now though, they will keep everything tight lipped until it's time to vote. People will be very upset about the idea of getting rid of the SAP line bidding for PBS and therefore the union won't say anything until a LOA is ready to review right before a vote. Why did the last survey mention PBS? Because it's coming...
