Check the premium time board at the bottom of the flica menu. It will show what is and isn't.
As for how/when it changes I'm sure there are silly algorithms controlling that. The best guess is look at days with high open time and low reserves.
It's going toward 150 right now. On June 1st all DTW 200 FO time was 200% now only half of it is.
