This is all "Opinion Piece Stuff" put out by the P.R. Department at the FAA. WHY???
1) Because the FAA is short staffed, (I heard one Tower Controller say that we cannot do "Position and Hold" Clearances anymore because we don't have enough people in the tower. )
2) has pre-historic equipment,
3) has antiquated procedures,
4) Has NOT executed on ANY of their proposed ATC enhancements during the last 15 years
5) FAA needs 15,000 controllers within the next 10 years. You are all seeing what happens when you get inexperienced controllers in HEAVY TRAFFIC environments . . . Increased spacing, slower speeds, flip-floping of arrivals due to trivial weather in airport area, Repeated clearances, Offering Visual Approaches when they can, the list goes on
6) People don't believe it's just WX related delays anymore . . .

The interesting thing to note is that the # of airplanes in the sky has not quite reached Pre-SEPT 11th #'s. Yet . . . the FAA says there are too many planes in the sky . . .
