Might be stating the obvious, but make sure your looking at flight time not pay credit, the buffer applies only to flight time, pay credit DH soft time etc has no limit. Last guy I flew with was confused about this, thought you couldn't get paid for more then 90 some hours.
That would be a credit cap. This was before my time, but I think L-UAL used to have a credit cap of 80 hours. Any hours over the cap went into a credit bank. I think you could drop trips to diminish the bank.
