Probably 200 afraid to upgrade, and will likely never even try (or fail miserably if they do).

Another 200 have jobs or businesses which pay enough that upgrade isn't important, plus they need the schedule flexibility for their other gig.

The other 200 are waiting for some combination of base/seniority before they pull the trigger.

Of those probably 300 will upgrade eventually, but not many of them any time soon. In general people who take the first upgrade don't move backwards in CA seniority. It can happen in a niche domicile, or if a domicile shrinks, but once you upgrade your global CA seniority should keep improving.
