Honest questions:
Do you have a clean record - airline and criminal (no accidents/DWI's)?
Do you have a college degree?
Have you attended multiple job fairs?
Do you have recommendations?
Do you update your resume/app often?
Have you had a company review your app/resume?
Have you had success at networking (meeting people at the airlines)?
Do you volunteer?
If you have answered yes to all of these, and are still not getting a call from a LCC or a Major, then I feel bad for you. You are one of the unlucky ones. But, there are currently fairly new FO's with 3000 or so hours going to places like Spirit, Allegiant, JetBlue, and 121 Cargo.
