You will never be able to vote on a contract that doesn't have some tit for tat exchange in the scope section. The reason is market share, Delta doesn't own its own flying everywhere in the system. Especially going forward, since foreign governments want their own people flying the planes that come into their countries.

At some point, if the shortage gets so bad, that say Skywest falters, mainline will have to over hire, give a mainline number to the pilots, then furlough them to cover Skywest's market share. Otherwise, Delta has to surrender 5% of their network, which they would never do.
