It is. And the added bonus is that you can drive to CLT or TYS from Asheville. But, Asheville has become really expensive in the past couple years. The wife and I recently checked out houses in Charlotte and the Asheville area and decided that between all the added taxes and the cost to buy it just wasn't worth it. But, your experiences there may vary. I have friends who have lived in Asheville their whole lives who are now moving out because of the cost of living. Anyway, if it were me, and I was really wanting to move to a mountain town, I would just move to TYS and live in base.
It is all in what you are used to. I think that Charlotte has a really cheap cost of living, and Asheville is even cheaper. When compared to other cities on the East coast, I would take Charlotte over just about anywhere else. I moved here for the quality of life that the city can give me, and chose PSA based on where I live.
Asheville is a beautiful place, and is an easy drive to Charlotte.
As far as commuter clause, it is pretty good. List for 2 flights. If you don't make it, get there when you can. Plus $3000 a year in commuter hotels.
