I lived in the DC area for about 10 years in the late 1970s to late 80s. It was expensive, with bad traffic then and hasn't gotten any better. It has a high cost of living and is more crowded. The Metro is better now than it used to be but it's also expensive.

I don't see ORD being much better but would prefer it to DCA or PHL.
