Your information is not quite correct. You are only allowed to log 25 hours of the FFS (Full Flight Simulator). The IACRA paperwork is all filled out and checked by an APD, before you get out of INDOC. There are different Flight Hour requirements depending on your education level.

Non Aviation Degree: 1500 for a full ATP
Associates 30: 1250 for a Restricted ATP. Must have 30 Credit Hours
and an Associates Degree with an Aviation Major.
Bachelors 60: 1000 for a Restricted ATP. Must have 60 Credit Hours
and a Bachelors Degree with an Aviation Major.

There are other requirements for Cross Country, Night, PIC and Instrument time.

Look up FAA Circular 8900.1 CHG 451 dated 3/24/16 for all requirements.
