If AAG wants to hire more wholey-owned pilots, they are free to do that outside of the flow. They don't need to ASK their wholey-owneds to send more pilots. They can just TAKE 'em.
I have serious doubts about the "word (you) heard".
AAG can say to the WO: "hey, why don't you send more pilots next year, we can fit more into classes".
Then, the regional management can respond: "sorry, we can't. We need as many pilots as we can get right now".
To which AAG responds: "makes sense, you keep them there, then".
