There is no training contract of any kind. If you want to leave at any time, then you are free to do so.
If you take the $15,000 (or $20,000 bonus with a CRJ type rating), and leave before 2 years, then you have to pay some of the money back. I believe it is prorated after your first year.
If they didn't do this, people would go to PSA for a month or two, collect the $20,000, and split. That just makes sense.
