Personally I see that as unlikely. Requiring captaincy for DGI ensures they'll have folks who want to upgrade rather than sit at solid FO pay and high in their seat waiting for a call. They need captains and that is a way to ensure folks go for it.
All the pilots that don't qualify for DGI will upgrade for more pay. There are a lot of new hires that do not have college degrees and therefore no interview for them. Let them upgrade so they can move on to United, SW or LCC.
