You bid for base prior to IOE but during IOE they'll positive space you to wherever they want you to connect with your training pilot. You can change your base request along the way. You're not "locked in" to a base and can change whenever you like as long as there are openings.

Regarding parking, I think they typically provide that in base but not at an airport you're commuting from. Others with more specific knowledge can speak to that.
