NY shrinking was a joke but the question about why TDY to MSP and DTW was not a joke.

Because they can only TDY out of DTW 3 months in a row, then they need to do a TDY into DTW to reset the 3 months TDY out. They don't want to displace captains so they've been playing this TDY game instead.
