It is crewplan. Read the cover page on the bid packets. It tell you who to send it to and I believe it has to be within 24 hours of when the bids close. Lots of good info in the first few pages of the bid packet.
You're right! Lots of great info on that first page just not what I needed as far as explaining who to email. Albeit the email is listed but I had a specific question for those who came before.
