Apply for the lowest grade you are willing to accept. Be careful what you wish for! I can almost guarantee you if you select GS-9, that's what you will be hired in as. Let the HR folks determine your eligibility. I wouldn't worry too much because the agency is having a very hard time filling vacancies right now due to the current "hiring boom". Your chances are very good at the moment.
Hope you right, been waiting since August to hear ANYTHING. Might have to work on tweaking those pesky KSA's or something. I have the flexibility to move basically anywhere so keeping my fingers crossed!
