Piedmont flow language or better, at least 15% pay rate increases for everyone and switch to PBS with a restricted SAP window would probably pass in my opinion. The company would gain big time with PBS, increased rates would help with hiring and retention and the increased flow would help both sides too.
You can't have PBS and SAP. Ask RAH its in their contract and still hasent been implemented. The software company hasent gotten around to writing it.
