The stratux project is open source and is just a receiver for ADS-B messages that you can use with an Ipad and foreflight, WingX Pro etc.

I built my ADS-B receiver (dual freq) for a bit more than $100 and it works very very well.
I used the shopping list from stratux - got the parts from amazon and the case from openflight. Works flawlessly with WingX Pro (free for CFIs) and I can see ADS-B out equipped traffic on my iPad while sitting in my kitchen. I do not get ground station transmissions - usually need to be about 1000 AGL to get those.
If you are talking ADS-B "out" - just hand your avionics shop $5000 and come back in a week.
I'm just wanting inflight weather. That's the main reason anyway. I use foreflight
