No it wasn't. It was "rushed" because the MEC didn't want to get beat up about it for longer than necessary. The more time it hung out there the more their inadequate research was coming to light.


IMHO, the longer it took the "those who don't read without pictures" crowd became more aware of the actual provisions. A No vote became more likely with each passing week.
