"All for what?" Guys don't have the time to upgrade, the pilots who do have the time will. You're not qualified for the Captain job someone else gets it. when the growth stops you may be stuck while guys junior to you make more money as captains.
We had this issue years ago with fos under 23 or less than 1500hours total. The growth picture changed for us and guys made big bucks while senior fos jealously griped at their "misfortune". It's not misfortune, when the job came up you were unqualified.
