I did commute to LGA for a while, and yes at the time of the year I was doing it (Jan - Mar) I was usually able to get my first choice. I was also really lucky that I was off during the IROP's.
I'm betting if you look at this in June or July you won't see nearly as many open flights. This is the slowest time of the year for flying.
As for having the options of commuting into other New York airports under the commuter policy, I checked into that. The answer from management was that I could use ONLY JFK as an alternate option, and I had to count the scheduled company provided shuttle times with legal connection times to comply. Commuting into HPN (close to where I was staying) or into EWR were not considered compliant with commuter policy, even though both would typically be within a 2 hour drive to LGA.
I've been watching LGA schedules as DTW has deteriorated. It still makes no sense for me to go there as LGA has been progressively becoming more senior as MSP and DTW have declined (I'm speaking from captain prospective) There simply aren't enough commutable pairings, so I'd have a schedule that might have an extra 3-4 days off, that would all be lost commuting. Then there is the looming co-domicile and threat of getting trips in JFK that add an even bigger pain in the rear (only commutable JFK trips are CDOs from here without going through LGA). JFK might be doable with JetBlue's commuter policy of only needing 1 flight if it's on a company flight but even that would probably be iffy.
Hmmn... I live in DTW and am a NYC captain commuter, please stay in DTW as reserve. I like my QOL. :-)
