I do agree all pilots should be following published company procedures. Cleared to push or not cleared to push is pretty freaking simple in my personal opinion....
I'm seeing 50/50. Half the CAs are throwing the brake under the auspices of "I'm here I'm getting paid." In some cases, significantly before clear to push.
