Yes, you can take the written wherever you want.
I asked a buddy, and they said that we will send you to a testing center (if you want) and pay for it and the written test. But, if you go and take it on your own somewhere else, you have to pay for it.
But it may have changed recently.
The folks at CVG have it set up to test at Lumkin and transportation is handled for you but you have to pay for the test yourself. Your buddy is misinformed unless something changed this week.
Check the Shepard Air website, there are a few free testing centers around the country.
