International jumpseating is allowed only if you have a seat in the back. Yes, you pay taxes at the airport ticket counter when you get to the airport. The biggest catch is you have to be listed at least 24 hours prior to the flight for the TSA/Customs regulations. You can not simply walk up to a flight and ask for a ride.
