You need to take the tests from an authorized test location, I'm sure the FAA has a few in Europe, you'll just have to find out where they are.
FAA publishes a list of Airman Knowledge Testing Centers.

Besides the 50, there's one in Guam, one in Puerto Rico, and one in St. Thomas, Virgin Islands.
Why would the FAA have a testing center outside of the U.S. or its territories?
