You don't need the ATP for cargo (or passenger) operations unless it's under part 121.

The job is probably under part 135 or 91, in which case all you need legally is a CPL and probably IR.

At that level (entry level) if they say 500 hours, they mean 500 hours so you might as well apply if you're interested.
