Remember, only include pilots currently holding a bid status when calculating percent on reserve. Pilots in long term training (new hires, upgrades, etc) and management pilots aren't bidding, so you shouldn't include those pilots in your total.
Inop2, if you properly calculate it this way, you'll find that a much higher percentage of pilots are on reserve than the 14% you claim.
