Cape Air 402 PIC time does count, because of 121.436(a)3 which states PIC operations under 135.243(a)1, count for 121 upgrade. 135.243(a)1 specifically mentions 3 types of operations which require an ATP. Of which Cape Air falls under the 3rd, which is "a multiengine airplane in a commuter operation as defined in part 119".
But please, continue to claim that you have to have turbine PIC to upgrade without reading the actual regulations, no skin off my back.
