If a company has more fully qualified applicants than they have job openings, some of them must be "passed over". A CP once told me that everybody HR sent in to his office for an interview was fully qualified, so from that group he picked "the ones I would most enjoy sitting next to for four days."
That was the old days, now they have to primarily worry about how pilots would act in a youtube video.
