I'm not familiar with what happened in CVG, but it sounds like SOP for Allegiant mx: "put it on a number." They try to use paper work, often lying (ie they MEL terrain system when the TCAS is what is actually INOP), to fix everything, instead of actually fixing the plane. The similarities with Value Jet are disturbing. How many near misses does G4 need to have? Eventually something bad will happen.
