You're describing the current system and apparently don't even know it.
That's why no one answers in the first place! Other than immediate report trips when you can't check the rotation before they contact the next person (that does happen but is VERY rare compared to the total number of GS given out) then everyone lets it go to VM to check out what it is and then only if they want it do they acknowledge it or call back (or answer the other number).
Its an asinine policy from before the days of cell phones. It doesn't benefit them or us.
