Seems like they could electronically contact all eligible pilots simultaneously, then give them xx minutes (need not be 10, but could be) to accept/reject, then let seniority and GS history (monthly qty) determine the "winner". Each would then be notified electronically of the result. This would introduce a slight delay from offer to final answer, but the average time to report would rise significantly.
