In and Out of base ones happen ALL the time like that. ALL. THE. TIME. That's just common sense. You are entitled to put in or out of base for every base. Many do. You obviously can't be at every base, nor is it possible to accurately adjust a round the clock min time to report either. So you can put in blanket requests and when they call you say "here I am, where do we go from here?" and its up to them.
Happens every single day, all the time. This is more than precedent. No one refutes this. Now that doesn't mean you can just say "nah, I could do it but I don't feel like it". On the contrary, you're saying you
will do it...if the time it takes you to get there is OK with them. That time can be as long as it takes from anywhere in the world. Anyone is freely within their rights to put in a GS (in or out of base) and answer the phone no matter where they are.
Do you really think a blanket GS request binds you to a short call-ish distance from the base(s) in which you put the request, 24/7/365?
