The FCC has apparently changed its automated procedure for obtaining (paying your fee for) your Restricted Radiotelephone Operator's License. All of the existing threads on getting this (ridiculous) license which I could find date back to 2006-7, so the mouse click procedure has changed.
It's not "ridiculous", it's required for international ops (not by the FCC, but by international treaties/conventions). Not even required by FCC/FAA in the US.
Just be happy the FCC hands it out for a small processing fee, in some countries you have to drop some coin, take a training course and a test.
