Did you have a discussion with them, about the decision they would make vs you would make and likely outcomes of each decision.
Unlike a flow, where you can sit where ever you want and upgrade when you think your ready and still go when your number is called, The program we have at Endeavor encourages people to upgrade at the earliest opportunity possible to get thier number "in line". Most people are willing to learn, you just have to be willing to teach and advise your FOs.
