It doesn't matter at this point. The Regionals need bodies. If a dude with a DUI and a DV case pending on him can get hired, your buddy who isn't current in a jet will get hired. It's a new day in aviation.
The best thing to do, IMO, is to apply with everyone and go where he can live in base. He 1. Doesn't want to commute, especially to a reserve line, and 2. Most definitely don't want to move a family.
