Maybe it's because this is the way it works at UAL. Something like first two SC's go towards guarantee then any other unused SC's count as an additional hour ABOVE guarantee regardless of how much flying you did that month.

Then you have guys in base YS SC's for extra pay and commuters can enjoy LC's at guarantee unless needed.

FWIW, I have flown with a few FO's on my equip that swore that we got extra pay for SC's, and really hated bursting their bubble that it only goes towards guarantee.
