if someone who listed for the jumpseat gets a seat it's usually because someone didn't show up. It probably got down to the last minute and a FC pax was a no show, so he/she got the seat. It says that non revs can be upgraded time permitting but who knows how much extra time the agent had before D0. I see a lot of non revs that will wait to the end to board in case a comfort plus or first class seat opens up.
