To be fair, at least one out of five F/O's I fly with do not regularly check final before we enter the runway, but they are religious about checking the ND for the proper runway. That says a lot...magenta line.
I did talk to the tower via phone to discuss the runway incursion. Incredibly, they did not consider it a runway incursion, because the 73 was cleared onto the runway, even though we were on short final and cleared to land.
At that time, at least, the definition of runway incursion did not include controller error. Just as always though, the buck stops with the PIC, and the need to see and avoid.
