Absolutely some can be ready, but many (most?) aren't quite there yet.
The main thing is to have enough perspective on airline ops to know when you need to pull out all stops, declare, divert, even land on I-405.
A new PIC will naturally be reluctant to take drastic (or even abnormal) action. With enough perspective and experience, you'll be confidant in your knowledge that the time has arrived, and you can get on with what has to be done without second guessing yourself.
