What Giants said is correct regarding the subjective/relative degree. And what you said above is pretty much how it'll go.
So no, there's no requirement to opt in/do the HPI/interview for the HPI.
There are some that been accepted but are having to get the degree to go over.
I'm assuming you're not at XJT yet?
If so, I wouldn't worry about NOT having it as long as you're working on it.
I don't know how far away you are from being done. But it will be some time before you have the required time flying the UAX banner to be eligible, never mind how many pilots are in line ahead of you. Toss in the unknown of the where the CRJ pilots will fall in that.
Again, assuming you're not at XJT;
If you were hired TODAY at XJT, passed the HPI/interview, AND already had a degree you'd be looking at years, YES YEARS before going over.
