The answer is they are not allowed to. The environmental regulations make it virtually impossible to build a new refinery. Not to mention the NIMBY people.

The bigger question is why do you (collective you not directed and any individual) complain about profits? That is what companies are there for. If they make "obscene" profits then buy their stock. Get rich with them!
