Out of 14500, how many do you think do this and is that significant? I don't think "many" and they are a rarity. How does this affect the others? They swap with the pot so something goes back into the pot but less time. If they weren't allowed to do that the larger trip would be assigned to someone else. I would like to know how many hours over are traded per year but there's no data. It's a small insignificant amount IMO.
