Depends on the employer. There are companies who will, mainly because they've been burned before. There was a case when FAA fined a 135 operator because they didn't do a DOT check for a guy who worked at McDonalds. Thing is - he worked as a driver and was subject to DOT drug/alcohol screening so they were required to request the records from them.
