Sounds like someone who comes in basically as a street captain(when we get there, or guys who upgrade right away) will have to wait significantly longer than 2 years to interview if they meter it down to 12 months. There are about 900 pilots on seniority list under the DGI. That translates to about 6 years from DOH. Fos who upgrade and serve their two years with the company as captain will bump past the street captains waiting for their interview.
